Senate Bill 2173 has been amended (Senate Amendment
No. 1) to eliminate most or all mandates from health insurance policies in Illinois, including mental health coverage.  We need to communicate our opposition to this bill both to our own Senators and to Senate President Jones so that the proposed amendment is not released from the Rules Committee.

Senate Bill 2173 was originally introduced as the Small Employer Group Health Insurance Coverage Choice Law.  As amended, Senate Bill 2173 is now cited as the Illinois Consumer Choice of Benefits Health Insurance Plan Act.  This amendment would allow ALL employers (not just small businesses) to eliminate Mental Health Coverage from their health insurance policies at the discretion of the employer.  Senate Bill 2173 is a clever way around insurance parity.  We must voice our opposition to this bill so that the proposed amendment is not released from the Rules Committee. 

A hard battle was fought to get parity and this will effectively undo that work.   We need to oppose SB 2173.  The insurance companies are lobbying hard to put an end to parity. We must not let this happen!   Please write or call now.

Committee Action:
SB 2173 was originally introduced by Senator Denny Jacobs as the Small Employer Group Health Insurance Coverage Choice Law to amend the Small Employer Group Health Insurance Law.  Sen. Denny Jacobs filed Senate Amendment No. 1 on March 3, 2004.  In effect, this insurance law would not allow Consumers (employees) a choice of insurance coverage, but rather it would allow employers to choose to purchase insurance coverage for their employees which does not provide state-mandated health benefits.  Contact your Senator today and voice your concerns!
